Photographer's Note
This was snapped on just a beautiful day from the stern deck of a tugboat while we were anchored with an empty barge at Bayridge Anchorage waiting for orders. I've marked where we were anchored on the map. The anchorage here is mostly used for tugboats and barges and is controlled by the coast guard who lets the captain know where to drop the anchor. There is another anchorage for tugs and barges along the west side of Manhattan just south of the George Washington Bridge.
All of the trees in the shot are actually on Governors Island which is lying directly in between my POV and Manhattan. Again, you can see this on the map. Also, even though the water is fairly dark blue, it is not that windy. The little waves and darkness of the water here is due to the strong current working against the slight breeze at the time.
What I like most about this shot are the two distinctly different types of clouds in the sky, and how the building just look so small by comparison to the clouds. Then again, notice the buildings far off to the right on the horizon. Those are still in New York City so it also gives an idea of just how large the city is.
Photoshopped:
Increased the magentas in the reds.
Increased the blacks and cyans in the cyans and blues.
Increased Shadow/Highlight, but only by 1% each.
Increased saturation slightly.
I THINK I added a very slight warming filter (81), but can't remember since I did this while very tired and late at night.

Hello, Jeffrey, welcome to TE!
You've got a good shot here from an unusual angle - not many people get to that anchorage! The island in between does make it look like there's a large park in front of the buildings, but your note clears that up. I still find it startling not to see the towers, though.
On your photoshop techniques: I don't see that you did anything particularly off; however, adjusting the individual colors like this is a lot of work and not always needed. There are two tools that do the job very well, in particular because they are able to maintain a balance among the colors: Levels and Curves. These work best in full PS, but are also available in Elements. I would normally try those and see how they work, before I went to the step of changing individual colors.
Shadow/Highlight is a tool I'm fond of, but you have to be careful with it (and with Brightness/Contrast) because it has a tendency to increase noise. There are some people who will only use it on a small selection. As I say, I like it, but I use it with a light hand, as you did here.

I definetly like the composition and the unusual point of view to show the Manhattan. the sky indeed is impressive, and I've always enjoyed the photos with big sky dwarfing the land below it. my two remarks are somewhat similar to those made by Daniel - the shot could do with some noise reduction, and I find that increased magentas and shadows have made clouds look a bit unnatural. but I love the feeling of the great wide open space too much, so here are my 2 points :)

Very interesting POV, with Governor's Island lined up directly in front of Manhattan. The extra layer of trees is an interesting detail in front of the skyline. I also like the scale of this shot, and the way the sky looks so large looming over the seemingly small buildings.

This is an impressive shot. The colors are perfect. I really like the skyline here with the clouds above. It's a nice composition with an excellent POV. My only critique would be the noise, but that isn't a huge distraction here.
