There is a carnival for little kids down on the Malecón right now, so I went down last night and played with this technique, which is new to me. I heard about it from Nevada Wier. (See http://www.nevadawier.com/flash.html for more detailed and expert info!)
Apply the familiar concept of "fill flash" in hand-held situations with slow shutter speeds (large fractions of a second), and add just enough flash (by no means a full burst) to freeze the action. Choose whether you want to sync your flash with the front curtain or the rear curtain -- it will determine the "direction" of the ghosting.
Because slow shutter speeds aren't a problem, I started with ISO of 100, but changed to 400 pretty quickly. I started using a 1/16-power flash burst, but changed to 1/8 about halfway through the night. Ultimately, what was working best for me was my "lucky eights" -- shutter at 1/8 second, aperture at f/8, and 1/8-power flash. I cheated a bit using a monopod and tried panning when the action was horizontal.
In this shot, the action is more vertical and while it doesn't show too much of the effect, I love the little girl's ecstatic grin.
