A custom is a custom: Parliament members like to smoke, especially good quality cigars. For this purpose, when such members likes to take a smoking break from a tiring discussion in the old upper house, they step outside and enjoy the aroma for a while. However, in case something interesting is happening couple of minutes into the start of the smoke, this wide stand comes handy: just place the burning cigar and remember the number (see also workshop).
