Basically you have 2 options:

1. take several exposures and make a HDR, not really a good one when there are moving people

2. Take the photo in RAW watching your histogram not to burn highlights, then in the RAW development program lift up the shadows, it will add some noise but there are a number of good options to clean noise out of an image.
