She is a lady police. But she is not a usual police, speciaaly for a festival procession. She take the fornt position of the procession and leads / gurads the participants. You can see the police symbol mark in her head-dress.

Bonjour Takero,
Il y a quelque chose de trθs anachronique dans cette photo de cavaliθre. Pantalons et bottes trθs modernes et chapeau ΰ l'ancienne. Un beau point de vue qui donne de l'ampleur ΰ l'ensemble.

Hello Takero,
It's a nice photo from a good POV. I have rarely seen a better dressed police person before, and the horse is also well suited to take part in the procession. The police woman's light blue dress goes well with the green background.
