Default How to remove imperfections coursed by lights

Hello all TE members and especially the professionals in Photoshop!

I have very good picture, but because of lights from lamp posts I have a lot of imperfections on a sky area - as like lens flare, difference in tone values, some color grain and more...?... To better understand the kind of problem, you can see the part of the picture in low compression (the file is about 500 KB) here: <A href="http://www.moscow-driver.com/photo/lamps-example.jpg" target=_blank title="Lamp flare example">Lamp flare example</A>. I took this picture using my Olympus E-500 in manual mode - ISO 100 exposure f/22, 13 sec. Hope that you have some suggestions how to improve it in Photoshop.
